Strasbourg is an ideal place to study in if you are studying French and German, because the city is on the very border of Germany, so you have the opportunity to go into Kehl(the nearest German town) and speak German. In any case there are an enormous amount of German speakers here(although most refuse to speak anything other than French!) and there is also German radio available.

The University of Strasbourg is currently renovating all the residences, I lived in Robertsau which was really nice and I had internet access from my room. The showers and kitchen could be dirty sometimes but it wasn't too bad, and the rooms were really clean.
