Depending upon the type of program you are in, it could be hard to meet local students. If you're enrolled in Cursos Internacionales, you take classes in a separate part of the university than local students do, however, it is easy to meet other international students through such programs. One thing to do in order to meet local students is to get an intercambio.

Try to interact with locals! I got lucky as I lived with a Spanish girl who was my age and became friends with all of her friends...this really helps you with your academic work as well as you begain to REALLY understand the language
that the international courses were in the University and not in a different building

I took a espanol para extranjeros so I was with a lot of other foreign students. You gotta make an effort to speak spanish and meet locals. Otherwise, it is really easy to end up speaking english all the time...
