I got a chance to look a some dorms where my friends lived. It's not the best housing possible, you can get better appartments in the city (for a higher price probably) but it's very convenient to live on campus. And the rooms I saw were not that bad. Usually a suite of 4-5 singles. Super Dorm was pretty good in terms on central location and new furniture, rooms...etc. Everything looked very new and clean. But you can probably get better housing at a higher cost elsewhere in the city.

Because it allowed for greater independence, freedom of movement, and allowed me to build a network of friends in Istanbul.

I heard nothing about the university housing other than that it was extremely expensive relative to the prices that could be found in regular apartments.

Living in a private apartment gives you all the freedom you want. You can chose the neighbourhood and area as well as the price class.

The student dorms for international students are comparably expensive - calculate 2000 $ per semester. The doormen carefully check, if you have guest and they have to register upon arrival.

Why?
Close to University; Istanbul's trafic jams are famous. Certain of contact with other people, pretty good facilities -although lacking hot plate to cook on and some other stuff.
