if you want an internship at an international organisation or something like that while you're studying, it's wise to apply early. for some of them you almost have to apply a year in advance.

Very strongly! It was an excellent university with great resources, lots of activity and a LOT of international students. If I remember correctly about 30 % of the students are international, whether they are study abroad students or full-time international students. Also, there are tons of internship opportunities: GW is right next door to the World Bank, the State Department, the White House and so on. Also, the professors are really great.

Student Housing is excellent but fairly expensive. If you plan to stay any longer than a year, you may aswell get your own place.
As for traveling, well, that's up to you i guess, but new york is only about 4 hours away (take the bus, it's really cheap and quick).
you certainly don't need a car. GW doesn't really have a campus and you're in the middle of the city and can either walk everywhere or take the subway.

You should like living in a city not in a regular American campus

Great location for what I study, generally decent (but sometimes weird) student body. Tuition is way too expensive though.
