The dormitory next to the university is newer, better equipped etc.

The dormitory where I stayed was in a really bad condition. Everything was old, dirty and visibly used.
The building was situated next to a huge refinery and often there was this bad smell in the air.
But at least, the dormitory was pretty cheap.
